PROGRAMME RATIONALE

The changing political, social and economic environment in Africa underscores the need for countries to have an effective and efficient Public Sector. The Public Sector, and particularly the Civil Service, is among the key institutions responsible for the formulation and implementation of policies, strategies, programmes and projects for the achievement of a Nations Developmental Goals.

Generally, in many countries, the public sector spearheads the implementation of Comprehensive Development Frameworks (CDFs), and coordinates the design, implementation, monitoring and evaluation of Poverty Reduction Strategy Papers (PRSPs) as well as the New Partnership for Africa’s Development (NEPAD).


This role presents important challenges, which are more daunting as the African public sector operates in a complex environment, internally and externally. For example, the internal environment demands accountability, transparency, citizen participation, and good governance, whereas the external operates in an environment of globalization, the information revolution, regional and international public goods and services. The new African Public Sector manager is therefore expected to posses not only the requisite traditional skills in personnel, financial and procurement management, but also to demonstrate competences in information management, public policy making and service delivery and be able to engage and dialogue competently with diverse domestic and international stakeholders in the public,private sectors and civil society  on policy issues.

The Public Sector Management Training Program (PSMTP) at GIMPA constitutes one of many responses to the multi-faceted capacity needs (capacity building, capacity retention, capacity utilization and capacity regeneration) in sub-Saharan Africa. The PSMTP is designed to help equip African countries with a critical mass in its development challenges. It will provide both graduate and professional training in Public Sector Management to participants.
This one (1) year intensive masters degree programme is the first of its kind in Ghana and West Africa. It is designed to equip Anglophone West African countries with a critical mass of Public Sector managers, trained to provide effective leadership to meet the development challenges in their various countries. The programme provides professional training that leads to the award of a Master of Public Sector Management (MPSM) degree.


ADMISSION REQUIREMENTS
TARGET GROUP:
Applications are invited from middle and senior level professional officers and managers from both public and private sector organizations.
•    Female applicants are encouraged to apply.

MINIMUM REQUIREMENTS
The minimum requirements for admission are:

•    A bachelor’s degree from any approved/ recognised University with a minimum of a 2nd Class Lower Division; or equivalent professional qualification certified by the Ghana National Accreditation Board (Or appropriate Ghanaian National Authority)
    Four (4) years relevant work experience after first degree or professional qualification.
    Competency in at least the use of Microsoft Office suite of applications.
    Leadership potential evidenced by current employment status.
    In addition, all applicants shall submit a written statement indicating what they desire to achieve in this programme.
TUITION FEE

The Tuition fee is US $7,600.00 for the programme.

Some limited sponsorship may be available to deserving applicants.

Setting & Location

The Institute, located some eight miles north of the city of Accra, is housed on a 150 acre high ground at Greenhill, off the Achimota - Legon road and within a stone's throw from the University of Ghana. Greenhill, with its white buildings and surrounded by the green vegetation of the Achimota Forest Reserve, is a spot of striking and restful scenic beauty. On clear days, it commands in one long panoramic sweep, a view embracing the University of Ghana with the undulating Accra Plains in the background, the Kotoka International Airport, part of the Ghana Atomic Energy Commission and the hills of the Akwapim Range

This intensive degree-training programme will be composed of the following four  modules, offering a combination of courses to be successfully completed by participants within a 12-month period, leading to a Master’s Degree in Public Sector Management:

DURATION OF PROGRAMME

PSMT is a full time programme running from January to December.

TEACHING METHODS AND TECHNIQUES

A combination of active and participatory training methods are used during the program. These methods will use the following adult training techniques:

PROGRAMME EVALUATION METHODS AND TECHNIQUES

A variety of evaluation methods and techniques characterized by continuous assessment of participants and de-emphasizing end-of-course written examination are employed in evaluating participants’ performance in every course. These methods include:

Case Studies
Presentations by Participants
Written Examinations

A participant is expected to obtain a pass mark of at least 50% in all courses to qualify for the award of the Degree.

FACULTY

Training and teaching are handled by highly qualified and experienced faculty from GIMPA and from other universities and by practitioners from the public sector, the private sector and civil society.


RESIDENCE

Ideally, participants are expected to be in residence during all the four quarters of the programme. This is intended to achieve full participation, encourage discussions and enhance interaction and net working among participants.



APPLICATION PROCEDURE (Ghanaian Applicants)
Application forms and a brochure of the Programme may be purchased from the Cashier’s office at GIMPA or downloaded from here. The cost of an application form is *Sixty-Five Ghana Cedis (GH¢65.00)* and shall be payable to the Cash Office of GIMPA upon submission (This amount may differ from country to country in the other participating countries).
Receipt of payment for the application from will be inspected during submission of the form at the PSMTP Secretariat.
Completed Application Forms, with a copy of payment receipt, should be submitted to the contact person specified below or the Country Coordinator in the case of the other participating countries by August 31, 2010.
Certified copies of all certificates, original transcripts; and two (2) endorsed recent passport size photographs must accompany all application forms.
