Welcome to the Department of Development Policy The Department of Development Policy is one of the two departments in the School of Public Service and Governance. It is renowned nationally for rigorous training and our programs are designed to equip students significantly. We offer programmes and training in Public Health, Monitoring and Evaluation and Occupational Health. We have talented faculty with expertise in different academic backgrounds and these enhance our goal of excellence. The Public and Occupational Health programmes are two of our unique and most coveted programmes. Nationally and globally, we are confronted with many numerous and serious healthcare problems including new and emerging diseases. Several unaddressed health problems pose serious risks to the Ghanaian population. We are determined that you will leave the Department adequately prepared and challenged to address many of these challenges. Addressing these issues effectively and efficiently also brings us to the importance of Monitoring and Evaluation. Again our Monitoring and Evaluation programme is unique, offering excellent training to students from all over West Africa.

Over the years, excellent students from various sectors of the country and the Sub-Region have chosen our Department for their graduate studies. We are even more delighted to see that afterwards, they build successful careers in academia and beyond.
We are particularly asking you to learn to ASK questions and explore possible answers, and ask more questions. You will work closely with your supervisors and advisors to undertake your own work of original research and scholarship.
We encourage students in this Department to be critical and self-reflexive. We expect you to read critically, to write thoughtfully, and we want you to be a real challenge even to the faculty. We perceive you as prospective practitioners who will bring their own views and expertise to bear.

About the Department

The GIMPA School of Public Service and Governance (GSPSG) is at the forefront of scholarly and policy debates concerned with the formulation and implementation of governance mechanisms, addressing the challenges of environmental sustainability and development. There are two departments within the school which are the Department of development policy and the Department of Public Management and International Relations.

Postgraduate Programmes

Postgraduate Diploma in Monitoring and Evaluation

The general objective function of the M&E programme is to adequately prepare participants to develop creative and analytical thinking, good judgment, enhanced policy making and other critical managerial skills. The specific objectives include helping participants explore and appreciate the meaning and application of Monitoring and Evaluation within the context of their working environment and equipping participants with the requisite knowledge and skills related to the Theory and Practice of Monitoring and Evaluation.

There is a compelling need for Ghana to build M&E capacity by developing a critical mass of people who appreciate M&E as a tool for organizational learning and performance management. The postgraduate diploma programme moves beyond the introduction of basic principles and concepts to focus on the design and development of monitoring and evaluation systems, as well as deepening their knowledge and skills in the real practice of M&E.

Programme Highlights: Advanced Quantitative Methods in Decision-Making, Design and Development of Monitoring and Evaluation Systems, Monitoring and Evaluation in the Public Sector, Project Communication and Reporting among others.

Duration: Four (6) Years

Offering mode: Evenings, Weekends

Admission requirements:
An applicant to the Postgraduate Diploma in Monitoring and Evaluation is required to have:

  • A first degree in any programme of study from a recognized university and must pass a selection interview
  • A professional qualification from a recognized professional body is equivalent to a Bachelor’s degree.
  • A postgraduate diploma in project planning and management from a recognized Institution of higher learning may receive some exemptions based on the GIMPA policy

Postgraduate Diploma in Occupational Health, Safety and Environmental Management

The Postgraduate Diploma in Occupational Health, Safety and Environmental Management is designed to provide participants with knowledge and understanding of Safety, Health and Environmental issues and policy and the ability and skills to develop and implement strategies in response to these, in either the public or private sectors. It will provide a thorough grounding in the principles, practices and skills that are necessary for effective safety and environmental management and reporting.

Programme Highlights: Applied Occupational Health and Safety Management, Institutional & Legal Framework for Global/National Health and Safety, Principles of Environmental Management, Principles of Occupational Health Management (Risks to Health at Work), and Health & Safety in Maintenance Management amongst others

Duration: Three (6) Years

Offering mode: Evenings, Weekends

Admission requirements:
An applicant to the Postgraduate Diploma in Occupational Health, Safety and Environmental Management is required to have:


  • A first degree in any programme of study from a recognized university and must pass a selection interview.
  • Candidates with the GIMPA Certificate in Occupational Safety, Health and Environmental Management or equivalent professional qualification from a recognized body might be considered for exemptions. This will be decided by the School
  • Applicants will be required to present a letter of motivation or intention specifying how they will apply the newly acquired skills and knowledge in solving problems in their chosen field of career.

ONE YEAR MASTER PROGRAMMES (Weekends/ Evening/ Modular)

Master of Arts in Monitoring and Evaluation

Monitoring and Evaluation (M&E) is an important management tool for the effective implementation of projects and public policies. Yet, M&E has not attracted the desired attention over the years leading to a weak understanding and practice of M&E in many organizations. Indeed, a study on the demand and supply of M&E by the Centre for Learning and Evaluation Results (CLEAR, 2013) pointed to weak M&E capacity in many organizations within Sub-Saharan African countries. There is a compelling need for Ghana to build M&E capacity by developing a critical mass of people with the requisite knowledge and skills in M&E.
The Master of Arts in Monitoring and Evaluation programme seeks to address this capacity gap. Such a programme also fits into the current Ghana Government’s emphasis on M&E, as reflected in the establishment of a Ministry for M&E. The programme will also strengthen the relevance, efficiency, effectiveness, impact and sustainability of interventions by governments, civil society and non-government organizations as well as development partners The Program will create training opportunities for graduates at higher levels of the education system. While existing programs have tended to focus on in-country context, the Master of Arts in monitoring and evaluation is a global thing and gives generally accepted knowledge and skills across countries.
The Master of Arts in Monitoring and Evaluation programme is designed to develop a long-term strategy to create training opportunities for graduates at higher levels of the education system. The programme is aimed at promoting and enhancing the efficiency, effectiveness, and sustainability of interventions by the government, private sector, development partners and civil society organizations. It is expected that these could be achieved through capacity building in the areas of monitoring and evaluation. The main objective therefore is to equip M & E professionals with skills and competencies required to perform in the ever-changing socioeconomic environment.

Programme Highlights:
Design, conducting & managing evaluations, Impact Evaluation, Data Analysis Methods in the field of Evaluation, Monitoring & Evaluation in the Public Sector & Health, Project Communication and Computer Based MIS & Links to M&E reporting among others

Admission requirements:
An applicant to the Master of Arts in Monitoring and Evaluation programme is required to have earned a bachelor’s degree or the equivalent as follows:

  • The applicant must have a good first degree with a minimum of 2nd Class Lower Division OR
  • Applicants with degree classifications lower than 2nd Class Lower must take the GIMPA Postgraduate Certificate in Public Administration (CPA) programmes at the GIMPA School of Public Service and Governance and obtain pass marks of at least 50% in each course.
  • Applicants who are not practitioners of M&E are required to enrol on the Postgraduate Diploma in M&E at the GIMPA School of Public Service and Governance.

Foreign Qualifications
All foreign qualifications would be referred to the Ghana Tertiary Education Commission (GTEC) for determination of equivalences and eligibility for admission to tertiary institutions in Ghana. Note should however be taken that the American SAT, TOEFL etc, cannot in themselves be acceptable as entry qualifications into GIMPA.

Master of Public Health

The Master of Public Health (MPH) degree programme is aimed at training health professionals and developing well-equipped and highly skilled manpower with analytical skills, critical thinking, and demonstrating problem-solving skills using scientific techniques to address and tackle twenty-first-century public health challenges.

Programme Highlights: Global Health, Environmental Health Impact Assessment, Communicable Disease Control, Non-communicable Disease, Planetary Health, Environmental and Occupational Health, Monitoring and Evaluation for Health, Family Planning and Population Studies amongst others Admission requirements: An applicant to the Master of Public Health programme is required to have earned a bachelor’s degree or the equivalent as follows:

Master of Science in Occupational Health, Safety and Environmental Management

The GIMPA School of Public Service and Governance (GSPSG) is at the forefront of scholarly and policy debates concerned with the formulation and implementation of governance mechanisms addressing the challenges of safety and poor environmental practices that have characterized our various industries in Ghana. The MSc. Occupational Health, Safety and Environmental Management degree is intended to deliver this experience and provide students with the capacity, capability and clarity to excel in the performance of their duties in the public sector, private and non-governmental sectors.

It will provide an academically and professionally challenging curriculum designed and led by a full-time faculty of exceptional diversity and strength and an active adjunct faculty of noted professionals. The programme is designed to address the capacity needs of the private sector and public services to carry out the task of occupational health, safety and Environmental Management, especially about the environment. This programme shall equip participants with the skills of reducing accidents in various workplaces in Ghana and beyond. The Master of Science in Occupational Safety and Health degree program provides students with a flexible, relevant and current curriculum that includes opportunities for students to demonstrate the depth and breadth of knowledge in safety and health theory and technology necessary to lead and oversee the occupational safety and health efforts of a medium to

Master of Philosophy in Public Health

The Master of Philosophy in Public Health degree programme was established in 2019 and expired in 2021. GIMPA is now a full-fledged tertiary institution, capable of running the MDM degree programme on its own. The programme fits well into its mandate, vision and mission and complements the other graduate, diploma and certificate programmes as well as the other competency-based courses. The Ghana Institute of Management and Public Administration (GIMPA) wishes to apply for a review of its accreditation to support and sustain the MDM degree programme.


Programme Highlights: Health Systems, Epidemiology, Biostatistics, Maternal and Child Health, Health Policy and Planning, Global Health, Environmental Health Impact Assessment Communicable Disease Control, Non-communicable Disease, Planetary Health, Environmental and Occupational Health, Monitoring and Evaluation for Health, Public Health Administration and Leadership, Family Planning and Population Studies, and Public Health Practice/Internship among others.

What is the duration of your degree programmes?
