The Department of Public Management and International Relations was created in 2021 as part of the departmentalization agenda of the Institute. The Department has thus positioned itself as the bridge between GIMPA’s original mandate of training public servants and the Institute’s drive of becoming a globally recognised research-oriented academic institute. In that regard, the department strives to develop and offer a mixture of public sector-oriented training programmes as well as academically oriented programmes at various levels.

Ours is one of the leading departments of the Institute, hosting some of the oldest and original programmes of the Institute. We have produced, perhaps the biggest number of alumni in the history of the Institute ranging from the Certificate to the doctoral level. The public is a significant part of our nation-building efforts as a country and over the years, we have strived to be the place of choice for officials from the various sectors who are desirous of acquiring relevant knowledge and skills for effective public sector management or engagements.
In addition, given the growing global interdependency and integration, there cannot be any exaggeration of the increasing role and relevance of international relations and diplomacy as a key area of both academic enquiry and hands-on professional training. It is in that vein that our master’s in international relations and diplomacy has become one of the most attractive and popular offerings across the Institute. We will continue to develop more innovative and market-driven programmes at the undergraduate and post-graduate levels and we entreat you to keep visiting this space from time to time as we update you on some of the exciting new programmes in the offing. Undergraduate (Day & Evening)
BSc. in Public Administration
Those who carry the responsibilities for managing in government, no matter the level, should be highly skilled, motivated, dedicated, and have a keen interest in accomplishment. There is a need to prepare public managers professionally to meet the ever-changing needs and challenges of public service. The Bachelor in Public Administration program was instituted in August 2005 to provide undergraduate training in preparation for a career in the public service and other non-profit sectors. Students are expected to serve the community by extending Public Administration expertise and intellectual resources, applying knowledge and engaging in professional activity. The curriculum is designed to provide students with both a broad-based education and in-depth exposure to public administration theory and practice.
Programme Highlights: Solid understanding of budgeting, personnel administration, public policy analysis, and general public administration, among others. Admission Requirements:This is a programme that GIMPA has been running since 2005. It was initially run as a 3-year programme at GIMPA’s Greenhill College. It has since been redesigned and reassigned to the School of Public Service and Governance to run for four years, following the directive of the NAB (now GTEC) that all GIMPA’s undergraduate programmes should be of four-year duration. The minimum age for admission to undergraduate programmes of the School of Public Service and Governance is 25 years. Currently, prospective students are admitted to the first (Level 100) and second(Level 200) years of the programme based on the under-listed qualifications:
(a) Prospective applicants with an aggregate score of 24 or better in six subjects including core mathematics, core science and core English in the West African Examination Council(WAEC) Senior Secondary School Certificate Examination are considered for admission into the first year of the programme. Likewise, applicants with a GIMPA Certificate in Administration and Management(CAM) with an average score of not less than fifty-five per cent (55%) are also considered for admission into the first year of the programme. (b) Prospective applicants with G.C.E. “A” Level with 3 passes and a pass in the general paper; RSA Stage II with passes in 5 subjects including English Language and Mathematics or RSA Stage III with passes in 3 subjects including English Language and Mathematics; Diplomas: Diploma in Business Studies (DBS); Diplomas from Ghana Institute of Journalism(GIJ), Universities, and Diploma from other recognised tertiary institutions, Technical Certificates: Certificates such as Full Technical Certificate or Level II, Mechanical Engineering Part III, and Electrical Engineering Part III, Other Post-Secondary Certificates such as Teacher’s Certificate “A” and Nursing are considered and accepted as meriting placement into the second year of the BPA programme. The score of 24 shall be assessed from candidates SSSCE/WAEC results using the following grades and weights:

ONE YEAR MASTER PROGRAMMES (Evenings &Weekends)
Master of Public Administration
The Master of Public Administration (MPA) programme is specially designed to equip participants with the knowledge, attitude and skills to effectively meet the leadership, management and administration challenges at the national, regional and global levels. The program's emphasis is on public policy and management in the broad areas of the public sector and specializations in specific areas. Students in the MPA programme will be trained in specific aspects of policy analysis the analytical tools that come to bear on the effective management of the public sector.
Programme Highlights: Public Policy Making; Strategic Management; Public Sector Legal & Regulatory Framework; Public Sector Economics, Public Sector Accounting, Finance and Budgeting among others. Admission requirements: An applicant to the Master of Public Administration programme is required to have earned a bachelor’s degree or the equivalent as follows:- A Bachelor’s or Honours degree (first degree, at least second class _ lower division). Candidates with a third class plus a postgraduate certification will be considered for admission. Admission is subject to departmental selection criteria as determined by the Admission Committee. Preference will equally be extended to those candidates with proven work experience. OR
- Applicants with degree classifications lower than 2nd Class Lower must take the GIMPA Postgraduate Certificate in Public Administration (CPA).
- Applicants will be required to present a letter of motivation and/or a plan specifying how they will apply the newly acquired skills and knowledge in solving problems at the workplace. All applicants may go through a selection interview.
Public Sector Management Training Programme (PSMTP)
The PSMTP is a one-year programme specially designed to equip participants with the knowledge, capacities, skills, attitudes and conceptual tools to manage real country public sectors. The programme adopts an interdisciplinary approach to provide students with sufficient academic foundation and professional skills for excellence, achievement and leadership in their respective countries. This is pertinent by virtue of the fact that Africa suffers from deficiencies in skills and capacity and perennial problems of corruption; and enormous socio-economic development problems. The PSMTP demonstrates the School’s determination to provide high-quality training programmes, customized educational approaches and a participant-centred learning environment. Additionally, it allows the School to contribute to human resource capacity development and national and regional development. GIMPA, with the support of the African Capacity Building Foundation (ACBF), established the Public Sector Management Training Programme (PSMTP) as a sub-regional programme for five Anglophone West African countries, namely, The Gambia, Ghana, Liberia, Nigeria and Sierra Leone. The PSMTP is an African Capacity Building Foundation (ACBF) and GIMPA initiative that is designed to provide senior and middle-level managers, with practical experiences in public sector management, and skills for efficient and effective management of public sector organizations.
Programme Highlights: Public Policy Making; Strategic Management; Administrative Law; International Relations & Negotiation; Conflict and Security Management; Regionalism & Regional Integration; Public Sector Management in Africa; International Finance, Public Sector Communication and Writing Skills, among others. Admission requirements: An applicant to the Master of Public Administration programme is required to have earned a bachelor’s degree or the equivalent as follows:- A Bachelor’s or Honours degree (first degree, at least second class _ lower division). Candidates with a third class plus a post-graduate certification will be considered for admission. Admission is subject to departmental selection criteria as determined by the Admission Committee. Preference will equally be extended to those candidates with proven work experience. OR

Master of Governance and Leadership
The programme aims at equipping participants with basic tools for analytical thinking, good judgement, entrepreneurship, leadership and other critical managerial skills. It aims to achieve the highest professional standards in management, administration and leadership and equip graduates with specialized knowledge and skills to play a meaningful role in management and provide professional leadership in government, public and private sectors of the economy as well as the NGOs. In addition, the Master in Governance and Leadership program aims to provide an adequate response to the managerial, administrative and leadership requirements of government and industry. It also aims to meet the demands and aspirations for continuing education of serving employees in public and private sector organisations.
Programme Highlights: Theories and Principles of Leadership & Governance, Strategic Management, Statecraft & Diplomacy, Local Government Systems, and Global Governance, among others. Admission requirements: An applicant to the Master of Governance and Leadership programme is required to have earned a bachelor’s degree or the equivalent as follows:- A Bachelor’s or Honours degree (first degree, at least second class _ lower division). Candidates with a third class plus a postgraduate certification will be considered for admission. Admission is subject to departmental selection criteria as determined by the Admission Committee. Preference will equally be extended to those candidates with proven work experience. OR

Master of International Relations and Diplomacy (MIRD)
The Masters in International Relations and Diplomacy (MIRD) seeks to provide an excellent academic and professional programme of study to contribute to the capacity building of relevant Ministries and their Departments, international organizations in Ghana and the West African region, and corporations in Ghana and the region. The programme offers a diversity of courses, which are ably taught by competent faculty. The Master’s programme is an innovative and comprehensive programme that analyzes issues and trends in International Relations and Diplomacy designed to assist in advancing participants’ academic and professional careers. It will also serve as preparation for a doctoral research degree in international relations and to specialize in one of the major subfields of international relations. The programme is also targeted at practitioners in the field of international relations and diplomacy who wish to acquire a doctorate in the field.
Programme Highlights: Theories of International Relations; Foreign Policy Analysis; Diplomacy & Statecraft; Ghana’s Foreign Policy; International Political Economy, International Security; International Law; International Peacekeeping; Africa in World Politics, among others. Admission requirements: An applicant to the Master of International Relations and Diplomacy programme is required to have earned a bachelor’s degree or the equivalent as follows:- A Bachelor’s or Honours degree (first degree, at least second class _ lower division). About the Department
The Department of Public Management and International Relations was created in 2021 as part of the departmentalization agenda of the Institute. The Department has thus positioned itself as the bridge between GIMPA’s original mandate of training public servants and the Institute’s drive of becoming a globally recognised research-oriented academic institute. In that regard, the department strives to develop and offer a mixture of public sector-oriented training programmes as well as academically oriented programmes at various levels. This has resulted in the development of customised academic programmes for specific public sector organizations including those from the power sector and the Ministry of Foreign Affairs and Regional Integration. These have been well received and we hope to continue on that trajectory in order to maintain our status as the foremost public sector-oriented department.
In terms of research, our department boasts of some of the leading experts in the fields of Public Administration, Policy Analysis, International Relations, Political Economy and Strategic Management. We aim to build synergies between the academy and government through our cutting-edge policy-driven research. Members of our faculty have also been actively engaged in the media space, providing useful insights on national and international issues.

Undergraduate programmes are usually 4 years. Masters programmes are for 1 or 2 years, depending on the programme. Post Graduate Diploma programmes are usually a year. However, you are encouraged to confirm with your prospective secretariat as some programmes may have a unique timeline.
